Annapurna Yojana (also called Annapurna Bhandar Prakalpa) is the West Bengal government's women's welfare scheme providing Rs. 3,000 per month — Rs. 36,000 a year — to eligible women, paid by Direct Benefit Transfer into Aadhaar-linked bank accounts. Launched June 1, 2026, it replaces the earlier Lakshmir Bhandar programme. This is an independent information guide — not the government and not the official portal. The official portal is socialsecurity.wb.gov.in; the helpline is 1800-345-5555.
Quick facts
- Scheme: Annapurna Yojana (Annapurna Bhandar) — notified May 19, 2026 (Notification No. 2411-WCD/O/AB-4/2026).
- Benefit: Rs. 3,000/month flat — no caste-based difference (Lakshmir Bhandar paid Rs. 1,500 general / Rs. 1,700 SC-ST).
- Launched: 1 June 2026; first DBT (to 28,25,769 women) went out June 3, 2026; a second tranche reached ~1.3 crore women on July 1; the September installment reached ~1.58 crore verified women from September 17.
- Eligibility: Women aged 25–60, permanent WB residents · not income taxpayers · no permanent government employment or regular government salary/pension in the family · active Aadhaar-linked bank account.
- Existing Lakshmir Bhandar holders: Auto-migrated after verification — no need to reapply (exclusions apply: deceased, shifted, deleted, or absentee-electors flagged in the SIR-2026 exercise).
- New applications: Online at socialsecurity.wb.gov.in or offline at BDO/SDO/municipality offices; the 90-day window ran May 27 – August 25, 2026.

What changed from Lakshmir Bhandar
The old scheme, run under the previous Trinamool Congress government, paid Rs. 1,500 a month to general-category women and Rs. 1,700 to SC/ST women (after a February 2026 hike). Annapurna Yojana — a headline promise in the BJP's "Bhoroshar Shopoth" manifesto for the 2026 Assembly elections, which the party won with 207 seats — scrapped the caste differential entirely: every eligible woman gets the same Rs. 3,000. It's administered by the Department of Women & Child Development and Social Welfare. The politics are impossible to miss, but the money is real either way: ~1.6 crore applications came in during the enrollment window, and about 26 lakh were rejected after verification — mostly over eligibility and citizenship-document doubts.
Eligibility in detail
You must satisfy all of these: woman, aged 25–60, permanent resident of West Bengal; not an income taxpayer; not in permanent government employment and not receiving a regular salary or pension from central/state government, statutory bodies, government undertakings, panchayats, municipal corporations, or local bodies; not employed (teaching or non-teaching) in a government-aided educational institution. You need an active Aadhaar-linked bank account in your own name — DBT failures almost always trace back to a seeding problem, so verify your NPCI mapper status before assuming a missed payment means rejection. Swasthya Sathi enrollment is also part of the beneficiary profile.
How new applicants applied
The application window (May 27 – August 25, 2026) offered two routes: online through the Annapurna Yojana portal at socialsecurity.wb.gov.in (11-page form released in Bengali, Hindi, and English), or offline at Duare Sarkar camps, Block Development Offices, SDO offices, and municipality offices. Fresh applications go through verification and enquiry by authorized officials — BDOs in rural areas, SDOs in urban areas, KMC officials within Kolkata. Status can be tracked on the portal's track-applicant page; camp applicants can also check at ds.wb.gov.in.
If your payment hasn't arrived
Work through this in order: (1) confirm your Aadhaar-bank seeding is active in the NPCI mapper; (2) make sure the bank account is in your own name and not dormant; (3) check your application status on the portal — "under verification" is not a rejection; (4) if you were auto-migrated from Lakshmir Bhandar, check you weren't among the excluded categories (deceased/shifted/deleted flags, absentee-elector listings from SIR-2026); (5) call the helpline 1800-345-5555. The grievance module typically opens for corrections after each installment release.
Scam warning
A scheme paying 1.5+ crore women is a scammer's dream. The application was and is free — anyone demanding a "form fee" or "verification charge" is a fraud. The government does not ask for OTPs, bank PINs, or "advance tax" to release your installment. Apply and check status only on socialsecurity.wb.gov.in or at official camps/offices — not via WhatsApp forwards.
How Annapurna compares to other states' schemes
West Bengal isn't alone in direct cash transfers to women — but Rs. 3,000/month flat puts Annapurna at the top end nationally. Maharashtra's Ladki Bahin pays Rs. 1,500/month; Madhya Pradesh's Ladli Behna pays Rs. 1,250; Karnataka's Gruha Lakshmi pays Rs. 2,000; Tamil Nadu's Kalaignar Magalir Urimai pays Rs. 1,000. What distinguishes Annapurna beyond the amount is the uniform payout (no caste slabs, unlike its own predecessor) and the bundled free bus travel — a combination no other state currently matches. The flip side of leading the pack: the fiscal load is enormous, and the scheme's long-term sustainability will be the thing economists argue about for years. For beneficiaries, though, the relevant fact is simpler — it's the most generous women's direct-transfer scheme in India right now.
FAQ
I was on Lakshmir Bhandar. Do I need to apply again?
No — existing beneficiaries were auto-migrated after verification. Only new applicants needed to apply.
Why was my application rejected?
Common reasons: age outside 25–60, taxpayer status, government employment in the family, Aadhaar-bank seeding failure, or being flagged in the SIR-2026 verification (deceased/shifted/deleted/absentee records).
Is the Rs. 3,000 really monthly?
Yes — Rs. 3,000 every month, Rs. 36,000 a year, via DBT.
What about the free bus travel?
Women travel free on all government buses in West Bengal since June 1, 2026 — a separate benefit under the same program.
Can I still apply?
The 90-day window closed August 25, 2026. Watch the official portal for any extension or fresh window announcements.
One more practical note: if you're helping an older relative with this scheme, the two things that go wrong most often are the Aadhaar-bank seeding (fix it at the bank, not over the phone with a stranger) and the SIR-2026 electoral-roll flags (check whether the name appears correctly in the voter list, since absentee/deleted flags carried over into the beneficiary verification). Both are fixable; neither fixes itself.
Bottom line: Rs. 3,000 a month, flat, for every eligible woman in Bengal — the biggest direct-transfer scheme the state has ever run. Keep your Aadhaar seeding clean, your bank account active, and your applications on the official portal only.
